In 2003, they opened their office on Via de Ventura in Phoenix. And in 2024, in partnership with Charlesbank Capital, Ventura Community Partners was formed.

Deb Dulsky is Ventura’s strategic, growth-oriented leader who brings tremendous experience leading high-growth companies.
Deb is the founding CEO of Ventura Community Partners, the parent company formed in 2024 to unite people-centric community management companies.
Most recently, Deb was CEO of SafeBasements (now Vanterra Foundations Solutions), a national platform of leading foundation repair and basement waterproofing businesses. Prior to that, Deb spent more than a decade leading teams and serving on the Executive Committee at HomeServe. In addition to being a key member of the team who drove growth in North America, during her tenure, she conceived and expanded the international HVAC and plumbing division, serving as its Global CEO. Prior to joining HomeServe, Deb held several C-suite roles in operations, sales, and business development.
Deb holds a Bachelor of Arts Degree in Sociology from Dartmouth College.
Culturally, Deb believes everything comes down to how we treat people, and will start and end most conversations asking, “How will this affect the team?” and “How will this impact the client?”.
Personally, she enjoys hiking, spending time with her family, travelling and lifting heavy weights!
With 25 years of accounting and finance experience across multiple industries, Staci Miller leads all financial-related activities of the company. Staci previously served as the CFO of CCMC, a Ventura portfolio company, and has played a critical role in building the financial infrastructure necessary to support sustained growth and operational scale. She has led initiatives to strengthen financial controls and reporting accuracy, drive process optimization and compliance, support the integration of acquired businesses, and ensure the organization continuously evolves to meet the demands of an expanding footprint. Her expertise, commitment to excellence, and strategic vision have consistently proven to be an invaluable asset that she now extends to Ventura Community Partners as CFO.
Staci holds a Bachelor of Science in Business Administration and Finance and a Master of Arts in Education from Arizona State University.
Culturally, Staci believes leadership is rooted in service to others, fostering a culture of excellence through influence, collaboration, and support. She is known for her servant heart, candor, and dedication to empowering teams, driving meaningful change through relationships and trust, and ensuring both team members and clients feel supported, valued, and successful.
Outside of work, Staci enjoys spending time with family and friends, traveling with her husband and son, and visiting the Pacific Northwest, where she enjoys the cool, overcast weather and outdoor lifestyle. In her home state of Arizona, she enjoys hiking and cycling in the desert landscape (during the cooler months!).
Delores Ferguson currently serves as President of Ventura Community Partners, bringing more than 39 years of experience and a distinguished record of leadership roles throughout the community association management industry. Her career has been defined by expertise, integrity, and a genuine commitment to the people and communities she serves. Her ability to foster strong relationships with homeowners, volunteers, board members, and team members has made her a trusted and respected leader at every level of the industry. Throughout her career, Delores has collaborated with industry leaders to develop and refine processes and procedures that meaningfully elevate service delivery.
Delores is deeply invested in shaping the future of community association management on a national level. She serves on the National Board and Managers Council of the Community Associations Institute (CAI), as well as local boards including the Arizona Association of Community Managers. She actively monitors legislation across multiple states for potential impact on associations, participates in weekly legislative update sessions, and works directly with state legislators to advocate on behalf of HOAs and the management professionals who serve them.
Delores holds several of the industry’s most respected national certifications, including CMCA, AMS, PCAM, and CAAM, reflecting her ongoing dedication to professional excellence and her commitment to delivering exceptional community management for residents, board members, and community volunteers alike.
Culturally, Delores believes exceptional teams are created through intentional leadership that values connection, embraces candor, celebrates accountability, and keeps people at the heart of every decision.
Outside of work, Delores cherishes time with her family and her beloved beagle, Viola. She enjoys traveling and finds that the open road has a way of renewing her passion for her work and the people she serves.
Lindsay has spent the last 25 years advising, operating, and investing in middle-market businesses. As Chief Acquisition Officer at Ventura Community Partners, he is responsible for leading the mergers and acquisitions strategy and partnering with exceptional HOA management companies across the United States.
Prior to VCP, Lindsay held a variety of leadership positions in M&A, including an exceptional track record as Partner at Copeley Capital, a middle-market private equity firm; as owner/operator of a manufacturing business; and as CEO of a healthcare services firm. Having personally owned, operated and sold a business to a private equity consolidator, he has a unique understanding of and level of empathy for the nuanced, difficult decisions that business owners face when selling their companies.
Lindsay attended Oklahoma State University, where he was the College of Business’s first Lew Wentz Research Scholar, was awarded membership to Mortar Board and President’s Leadership Council, and held executive positions in his fraternity, Business Student Council, and Student Government.

As Chief Human Resources Officer, Natalie is known for blending strategy with heart. She has a knack for bringing people together, championing meaningful development opportunities, and creating workplaces where both businesses and individuals can flourish.
Before joining Ventura Community Partners, Natalie held senior HR leadership roles across several dynamic organizations, where she helped scale teams, guide organizational transformation, and shape cultures built on trust, collaboration, and performance.
Outside of work, Natalie enjoys spending time with her daughters enjoying great restaurants and as an Arizona Native and proud University of Arizona Alumni, she and her husband love to travel and try to make as many sporting events as they can! She’s passionate about creating connections, finding joy in everyday moments, and bringing a little humanity, and humor, into everything she does.
Brie Bustos is a technology executive with extensive experience aligning IT strategy, software development, cybersecurity, and technology modernization with organizational growth and operational excellence. As Chief Information Officer, she leads enterprise technology strategy that supports Ventura Community Partners’ mission through secure, scalable, and resilient systems.
Brie manages all aspects of technology for the company. Her wide breadth of experience spans infrastructure, operations, software development, and cybersecurity, allowing her to take a truly end-to-end view of how technology enables and accelerates organizational growth. She has led complex, enterprise-wide transformations including ERP and CRM implementations, Cloud & SaaS migrations, M&A integrations, and cybersecurity risk and compliance programs.
Brie holds a Master’s degree in Executive Information Technology from Regis University.
Culturally, Brie believes that technology is ultimately about people – the teams who build it, the clients who rely on it, and the communities it serves. She leads with curiosity and collaboration, creating environments where innovation is encouraged and complexity is met with clarity.
Outside of the office, Brie is obsessed with all things foiling and will be the first to tell you that the sport is a masterclass in ego destruction and embracing the suck. Every wipeout is a lesson, every session humbles you, and that’s exactly the point. It’s a philosophy she carries back to the office: stay curious, stay coachable, and never stop learning. When she’s not on the water, she’s exploring everything else Colorado’s outdoors has to offer.
As Chief Growth Officer at Ventura Community Partners, Luis drives the company’s growth agenda across new service development, value creation, and M&A integration. With a background spanning home and consumer technology services, he focuses on identifying new market opportunities, building scalable business models, and ensuring that acquired companies are integrated in ways that accelerate long-term value.
Luis leads Ventura’s ancillary revenue strategy, launching new lines of business across the portfolio and building the operational infrastructure to scale them. He also works closely with acquired companies to unlock growth opportunities post-close, ensuring M&A isn’t just a transaction but a platform for expanding what’s possible. Known for connecting strategy with execution, he partners with cross-functional teams to deliver results that are both measurable and lasting.
Before joining VCP, Luis was with HomeServe, where he led Product and Strategy functions. He holds a BS in Mechanical Engineering from Carnegie Mellon University, and an MBA and Master of Engineering Management from Northwestern University’s Kellogg School of Management.
Outside the office, Luis is mostly at home with family, whether that’s around a dinner table he cooked or in the garage where he’s learning carpentry, always building and creating something.
Azra Sibic, CPA, serves as Chief Community Accounting Officer at Ventura Community Partners and brings more than 18 years of experience in community association accounting and financial leadership. She is deeply knowledgeable in industry-specific accounting best practices and regularly supports boards and internal teams through financial training, board meeting participation, and hands-on guidance.
Since joining in 2022, Azra has led significant improvements in financial reporting quality by implementing streamlined, accuracy-focused processes that enhance transparency and reliability. Her work has strengthened confidence among boards and stakeholders while improving operational efficiency across the organization.
Culturally, Azra is results-driven leader, focused on leading by example, maintaining a strong presence and accessibility for both team members and clients, and serving as a mentor who supports growth and development. Dedicated to continuously challenging processes and improving outcomes, with the belief that there is always room for improvement and greater success.
Azra holds a master’s degree in accounting from Grand Canyon University. Outside of work, she enjoys traveling, reading, and watching soccer.
Kimberly Rovtar serves as General Counsel for Ventura Community Partners, where she is responsible for leading the company’s legal strategy and building its legal function to support sustained growth and operational excellence. Since joining VCP as its first in-house attorney, she has established the legal infrastructure necessary to address complex regulatory, contractual, and transactional matters while partnering closely with senior leadership and business teams.
Kimberly brings extensive experience from prior in-house and private practice roles, including building and scaling legal departments within private-equity-backed organizations. She holds a Bachelor of Science in Accounting from the Gies College of Business at the University of Illinois Urbana-Champaign and a Juris Doctor from the University of Illinois College of Law. Her background in both law and accounting enables her to deliver practical, business-focused legal solutions across compliance, risk management, corporate governance, and strategic initiatives.
Kimberly is passionate about supporting and encouraging women in the legal profession and cares deeply about creating opportunities for growth, connection, and inclusion. Known for her approachable and collaborative style, she enjoys helping others find practical solutions and succeed together.
In her free time, Kimberly enjoys spending quality time with her husband and their three daughters, especially boating and relaxing at the lake. She also enjoys unwinding with a good fiction book and firmly believes that an ice cream sundae is the perfect finishing touch to any day.
Tisha Hulburd is a marketing and ops executive with over two decades of experience building go-to-market initiatives that drive growth. With experience in Fortune 100, start-up, and PE-backed organizations, she has built brands and teams from the ground up to a successful exit.
Tisha earned her Bachelor of Arts in Literature from SUNY.
Outside of work, she is a passionate Buffalo Bills fan and loves attending the opera, devouring a book, and camping, hiking, and boating in the great outdoors.
As Chief Transformation Officer, Fred will be collaborating with the leadership team to ensure the AI and automation initiatives are tightly aligned to strategic priorities, deliver process improvements, and drive measurable operational efficiency, margin expansion, and cost optimization across the enterprise.
Fred brings 25+ years of experience leading technology transformation and business process re-engineering. As an experienced executive with a proven track record of driving operational excellence and technology implementations resulting in improved retention rates, cost optimization and increased revenue.
Most recently, Fred was Chief Information and Process Officer at HomeServe NA, where he led Payment Operations, Project Management Office, IT, and Information Security. Prior to that, Fred held various executive roles with a career spanning Payment Processing, Operations, and Technology — primarily focused on both business processes and implementing technology solutions to streamline and support the growth of the organization.

Outside of the office, Fred loves to spend time with his family and friends, traveling and exploring new places, embracing local cultures and trying new dishes. When not traveling, he enjoys listening to live music in “Music City”.
Joe Giannelli joins Ventura Community Partners as Chief Sales Officer, bringing more than 25 years of experience building high-performing sales and operations teams. He brings a track record of sustainable company growth built on strong go-to-market strategy and a leadership style centered on developing the people around him.
He has held senior leadership roles across high-growth and private equity-backed companies, most recently leading sales strategy and revenue advancement at ROWCAL.
Joe earned his Bachelor of Science from Cornell University and is passionate about shaping cultures where teams can develop, collaborate, and thrive together.
